Are you excited about these new skills? :) Well I am, and as per the Cabal PH GM's Facebook post, it will be released by early Q3 2013. I supposed they mean early third quarter of 2013, so that's around July to September...
So maybe they're launching it on Cabal Online PH's 5th anniversary? That's my guess! Could be? We will soon find that out! :)
