Okay, I'm not really happy at all about cheaters who don't play the game the good way, but here's a good chance for you to get back your blocked accounts (due to violation of game policies) and hopefully you don't cheat again.
This July 23, 2015, the Cabal PH Team released an announcement regarding bringing back the bail out system again and they called this REVOL7 AMNESTY PROGRAM

Fine/Penalty to be paid: PhP500 (Philippine Peso)
NOTE: If you are caught cheating or using hack tools or bots again, the bail out fee of 500 credits will increase to 1000 credits (PhP1,000) on the next Bail Out opening (what? there will be another bail out season?)
If your account is not part of the bailout program, you can send a support ticket.
